IMPHAL, May 14: A one-day seminar on the theme ‘National Sports University at Undisputed and Non-Agriculture Area’ was organized by National Sports University Construction Demand Committee, Manipur at Manipur Press Club today.
Advocate, Md Jallaluddin as a resource person spoke on the topic ‘The Right to Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement.’
He said that the Land Acquisition Act 1894 was a general law relating to acquisition of land for public purposes and also for companies and for determining the amount of compensation to be made on account of such acquisition.
The provision of the said act was found to be inadequate in addressing certain issues related to the exercise of the statutory powers of the State for involuntary acquisition of private land and property.
The act did not address the issues of rehabilitation and resettlement to the affected persons and families; he said and added that there had been multiple amendments to the Land Acquisition Act, 1894 not only by the Central Government but by the State Government as well.
However, there was growing public concern on land acquisition, especially multi-cropped irrigated land.
There was no central law to adequately deal with the issues of rehabilitation and resettlement of displace persons.
As land acquisition and rehabilitation and resettlement were two sides of the same coin, a single integrated law to deal with the issues of land of land acquisition and rehabilitation and resettlement was necessary, he said.
In Manipur the area of cultivated lands in now decreasing day by day to unauthorized construction of houses, industrial sheds shops etc and also acquisition of land by the government. The land owner should fight against the perpetrator and court will surely give judgment, he said.
