MU responds on reservation policy

IMPHAL, June 1: The Manipur University Canchipur implements reservation policy depending on changing policy issued by the government from time to time, said a statement of the university’s deputy registrar Dr RK Joteen Singh.

A statement of the deputy registrar said consequent upon the conversion of the university from State University to Central University, the university implemented the reservation norms of Central government with effect from 2009.

It said the university implemented the Central Educational Institutions (Reservation in Admission) Amendment Act, 2012 with effect from 2014.

On the advice of the former Governor of Manipur who was also the Chief Rector of the university, the university prepared the reservation norms based on the Gazette Notification on the Central Educational Institutions (Reservation in Admission) Amendment Act, 2012, it said.

On July 23, 2014, the calculated break up norms for reservation was placed in a meeting of the heads and deans and after getting approval of the heads and deands, the registrar under Statute 6 (7) of the Manipur University Act 2005 communicated to the Secretary to the Governor of Manipur for information, it said.

In para 3 (C) of the said letter “Reservation norms in Central Education Institutions in the tribal inhabited States of North East India including Manipur” was used in the context of the clause 2 (ia) of the Gazette notification which stated “specified north eastern region means the area comprising of the states of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and the tribal areas of Assam referred to in the 6th Schedule to the Constitution,” it said.
