Purchase of dental chairs in RIMS Former Director, 4 others appear before Court

IMPHAL, Jun 27: The District and Sessions Court, Imphal West today fixed July 29 for the charge hearing in the alleged financial irregularity while purchasing RIMS dental chair and other materials of RIMS involving former RIMS Director Prof S Sekharjit and 4 others.
All the alleged accused in the case— former Director of RIMS Prof Sinam Sekharjit; RIMS Dental College and Hospital Principal Dr Rajiv Ratan Singh; Chief Accountant Officer cum Financial Advisor of RIMS Elangbam Debendro, former Medical Superintendent Haobam Santi and Proprietor of M/S Mukherjee Enterprises Subendra Mukherjee, were present before the Court today.
Defense counsels today submitted before the Court that they failed to get all the relevant papers regarding the case and prayed the Court to direct the CBI to provide all the relevant papers to them.
The CBI at the same time handed the relevant papers to the defense counsels. The Court then fixed July 29 for the charge hearing of the case.
Subendra Mukherjee submitted his vakalatnama before the Court during today’s proceeding.
Proprietor of M/S Mukherjee Enterprises Subendra Mukherjee failed to appear before the Court twice earlier even constraining the Court to issue a summon order.
It may be mentioned that charge sheet against all the alleged accused was submitted by CBI Anti Corruption Bureau on March 31 before the District and Sessions Court, Imphal West, Cheirap Court under RC 6 (A) of 2014 under Section 120 (B) 420/ 428 and 471.
CBI (ACB) has submitted the charge sheet after the investigation taken up by CBI ACB following a case which was registered based on specific information regarding a criminal conspiracy allegedly hatched by the officers of RIMS and private individual while purchasing 38 dental chairs for RIMS Dental College, accessories and other equipment of RIMS between January and June 2013.
The dental chairs were allegedly acquired at an inflated rate of Rs 3,75,000 per chair although the dental chairs of the same standard were available at the market at Rs 1,31,000 per chair causing a loss of more than Rs 50 lakh to RIMS.
The tender notice to purchase the dental chairs was issued by Professor S Sekharjit on January 15, 2013. However, the notice did not mention the required number of dental chairs.
Following the notification, RIMS received quotations from M/s North East Dental Depot, Guwahati, M/s Unicorn Denmark Ltd, M/s Mukherjee Enterprises Kolkata, M/s Nim Pharmaceuticals, Guwahati and two other firms.
CBI team accompanied by a large number of security personnel raided the private residence and quarters of Professor Sinam Sekharjit, Administration Block of RIMS and 3 other alleged accused RIMS officers’ quarters and private residence from 6 am till late in the night on Sept 12, 2014 with due order from relevant authority.
It may also be mentioned that the Dental Council of India (DCI) during their general body meeting held in Delhi recently has decided not to grant recognition to RIMS Dental College after the DCI inspector last year found the RIMS Dental College lacking necessary infrastructure.
The Dental College was set up when Sinam Sekharjit was the Director of RIMS.
