IMPHAL, Jul 14 (DIPR): The number of job-seekers registered with all the Employment Exchanges as on March 31, 2016 is 7, 51,376 (including 2, 20,063 female) . For this year, till March 31, the number of registered job seek-ers was 5927 (including 2876 female), said Samjetsabam Bijoy Singh, Addl Director, Directorate of Employment, Manipur while addressing a press conference organised by DIPR at its premises today.
Bijoy said the Exchange has limited resources hence advertisements could not be released. He said the Exchange has no technician to upload the notices issued by the Directorate. He further said there are 17 Employment Exchanges across the State including nine district Employment Exchanges, one Special Employment Exchange for physically handi- capped persons, one University Employment Information and Guidance Bureau at Manipur University campus and remaining others are at subdivisional level at Kang-pokpi, Jiribam, Saikul, Sug- nu, Moreh and Tamei. Though the sanctioned post is 123, only 88 are manning the 17 offices.
The Exchange collects reports from the public sector and private sector under establishment reporting system. Altogether, 112 reports of employment and unemployment were sent to the Director General of Employment & Training, Government of India, New Delhi.
It is mandatory to inform the Exchange about vacant posts after the Employment Exchanges (Compulsory Notification of Vacancies)Act, 1959 was passed. This year, 312 posts were notified.
This year 3952 registered job-seekers were sponsored by the Employment Exchan-ges. Under Employment Mar- ket Information (EMI) 112 reports were sent to the Government of India.
The Employment Exchanges also collect, gender -wise reports of employment that are in the pay rolls of different establishments, from the employers irrespective of Central Government, State Government, autonomous body, local bodies, large private sectors, small private sectors etc in Manipur. The number of employees as per reports submitted by the employers is 73660 including 20275 women.
The Exchange also takes up awareness programmes on career choices for 5345 qualified job-seekers.
Two District Employment Exchanges at Imphal West and Imphal East and University Employment Information & Guidance Bureau at MU campus have been computerised since 2008-09 under the pilot project of Science & Technology Department and another district Employment Exchange at Thoubal has been computerised since 2010-11. The remaining District Employment Exchanges are being computerised by the IT under e-District Project. If all the Employment Exchanges are fully computerised the manual working in the registration, sponsoring of candidates against notified vacancies, preparation of report/returns and stationery cost will be minimised.
