IMPHAL, Jul 19: The Court today granted a day’s time to the State respondents to submit relevant documents of the police manual which empower the police to declare wanted tag against anybody.
Hearing of the criminal petition case filed by former JCILPS convenor Khomdram Ratan was held before a Division Bench of High Court of Manipur comprising Acting Chief Justice Rakesh Ranjan Prasad and Justice S Serto today.
The Court directed the State respondents to submit the relevant documents of the police manual at the next hearing of the case which will commence from 10.30 am tomorrow.
The respondents of the case are Additional Chief Secretary (Home), DGP Manipur, Imphal West SP, Manipur Police PRO and Singjamei police station OC.
During the argument hearing, the petitioner’s counsel pleaded the Court to quash the wanted tag on Kh Ratan alleging that mandatory and necessary procedures were not followed while declaring it against the former JCILPS convenor.
The State respondents submitted the relevent press note of Ratan’s case and reference documents of other similar cases to the Court.
After hearing the counsels of both the sides, the Division Bench asked the respondents’ counsel to show the relevant documents of the police manual regarding declaration of wanted tags.
The counsel pleaded the Court to allow him to submit these documents tomorrow.
Granting a day’s time, the Court asked the State respondents’ counsel to submit the documents at the next hearing scheduled to start from 10.30 am tomorrow.
A large number of JCILPS members, JCILPS Women Wing volunteers, JAC members, Ratan’s wife and father and mother of Sapam Robinhood were present at the argument hearing.
Imphal West Additional SP (Law and Order) S Ibomcha, Dy SP (Commando) Imphal West S Sachidananda, SDPO Mayang Imphal Rameshor, Lamphel police station OC Doren and Imphal West women police station OC were also present.
