Khomdram Ratan slapped with 75 new charges

IMPHAL, July 11: Khomdram Ratan, former convenor of Joint Action Committee on Inner Line Permit System (JCILPS) who was charged of having nexus with the proscribed United National Liberation Front (UNLF), was implicated in another 75 cases by the state police today.

The proceeding of the Writ Petition, civil case no. 426 of 2016, filed by Khomdram Ratan in the High Court of Manipur on June 30, was conducted today at the court.

However, the proceedings could not be conclusive and was deferred to July 18 by a division bench comprising of Justice Kh Nobin and S Serto, following the absence of the acting Chief Justice Rakesh Rajan Prasad who was out of station.

The first proceeding of the petition commenced on July 4 wherein Justice Rakesh Rajan Prasad asked the state government to deposit all records related to declaration of “wanted tag” on the petitioner.

While the civil petition was converted into (cril) no. 28 of 2016, the Imphal West SP, on behalf of the respondents including the DGP, Manipur, Additional Chief Secretary, PRO Manipur Police, OC Singjamei police station, submitted counter affidavits against Ratan further implicating him in 75 different FIR cases registered at different police stations in Manipur for commission of different anti-social and prejudicial activities which he led under the banner of JCILPS.

Of the total cases, 26 FIRs were lodged at the Imphal Police station, 15 at Singjamei police station, 16 at Porompat police station, five at Lamphel police station, five at Patsoi police station, four at city police station, two each at Lamlai and Mayang Imphal police stations.

Maximum numbers of FIRs lodged against the convenor were under Prevention of Disturbances to Public Properties Act and Criminal Law Amendment Act. In the counter affidavit, it was further accused that the petitioner funded huge amount of money for various organisational works taken up from time to time under JCILPS which was directed from the UNLF. Further, it was also claimed that a savings bank account in the name of the JCILPS leader was opened at SBI, Singjamei branch and it has a cash balance that exceeded Rs 35 lakhs which needs to be investigated.

It further informed that the bank account has been frozen with permission from the magistrate having jurisdiction of the bank on June 3, 2016 to prove or disprove the account balance. Simultaneously, upon the submission of the counter affidavit, the defence counsel of the petitioner also submitted a rejoinder in form of an agreement reached between the state of Manipur and the JCILPS on September 1, 2015.

The JCILPS and state government had signed a six-point agreement of which the unconditional release of all persons in detention relating to ILPS movement and non-victimisation of any persons involve/related to ILPS movement were amongst the conditions.

It is learnt that some of the FIRs mentioned in the counter affidavit implicating Khomdram Ratan of involvement in several anti-social activities were registered before the agreement was reached between the two parties.
