White paper sought on irregularities at JNIMS

IMPHAL, July 11: BJP, Manipur Pradesh has demanded a white paper on reports of anomalies in JNIMS during recruitment of nurses, disregarding of seniority list while effecting promotion of professors, and violation of prescribed norms for expenditure above Rs one lakh, within a time of seven days. State unit vice-president Moiranthem Asnikumar warned that if the president of the society of the institute fails to present the information within the stipulated period, details of the charges against the authorities will be submitted to Ministry of Health, Government of India.

Speaking at a press conference at BJP office, M Asnikumar said that JNIMS is one of the few medical institutes in the state but its functioning is filled with anomalies and there is no transparency or accountability.

The JNIMS is run by a society headed by the chief minister of the state as its president, health minister of state as vice-president and commissioner of health as member secretary. The JNIMS functioned with pride in the beginning but now it has become full of filth, he remarked.

Due to invasion of the culture of adhoc and casual appointment and subsequent aggravation in administrative policies, JNIMS has become an institute which was red marked by MCI at various points. The incident at JNIMS when some doctors were promoted to posts of Associate Professor and Professor on adhoc basis is beyond the rules and regulations of the institute, said Asnikumar.

He talked about an advertisement for recruitment of some 200 nurses at JNIMS, wherein it was mentioned that 25 marks will awarded for nurses who have experience of serving at 100-bedded hospitals. Expressing surprise at the inclusion of such a condition, Asnikumar claimed, the hidden agenda is to ensure the recruitment of 83 nurses who are already working as daily wages staffs at JNIMS and achieve their regularization as huge amount have already been paid to the director on such assurance.

This act of favouritism and nepotism will be disadvantageous to nurses who have the talent and experience but have worked at private hospitals while competing with their counterparts practicing at RIMS and JNIMS hospitals which are the only hospitals in the state with 100 beds, he said adding that recruitment procedure cannot be created randomly but must follow the norms set by MCI.

Infringement of norms was also observed during the recruitment of MS and Add MS which is proof that some powerful persons are pulling the strings from behind, he asserted along with a claim that senior doctors there have been demoralized by such activities.

So the chief minister, who is the president of JNIMS Society, must give an overall clarification to the public about administrative records of the institute since its establishment within a week period, he said.

Otherwise, the detailed report on the mis-administration of JNIMS collected from sources will be submitted to Union Ministry of Health and Medical Council of India at the earliest, according to the BJP leader. The MCI had already annulled the appointment of professors and associate professors who were promoted on adhoc basis in January this year.
