The state government will soon introduce a policy for deducting the salaries of those government employees who send their children to private schools, Chief Minister Nongthombam Biren announced.
The statement was made during the inauguration ceremony of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) training centre at Thangmeiband DM college road, Imphal, Manipur today who was the chief guest of the ceremony. It was organised by NGI skill India.
Skill India is a campaign launched by Prime Minister Narendra Damodardas Modi (Narendra Modi) on 15 July 2015 which aim to train over 40 crore people in India in different skills by 2022. It includes various initiatives of the government like “National Skill Development Mission”, “National Policy for Skill Development and Entrepreneurship, 2015”, “Pradhan Mantri Kaushal Vikas Yojana (PMKVY)” and the “Skill Loan scheme”.
Speaking on the occasion, Chief Minister said that in a short period of time the policy will be implemented so that the value of government school is increased in the public.
He also said that educating children in private schools have become a fashion as well as sending children for private tuitions. These trends must be eliminated from the state.
He further mentioned that in the state there are more than nine lakhs unemployed youths including uneducated. The unemployment problem cannot be solved only with government jobs but with cooperation of the private sector.
There are lots of skilled unemployed youths but under PMKVY the problems can be solved, Biren added. Those skilled unemployed youths will be given training and for their relevant skills jobs will be provided. The training will be made in the field of information technology, handicrafts or skilled labours.
He also said that by 2017 to 2020 around 32,400 skilled unemployed will be given jobs. There is a need to change day to day essentials with local products. Even the products used in hotels of Manipur from curtains to bed sheets should be replaced by the local ones which are manufactured in the state.
The products which are manufactured in the state are not available abundantly because of the lack of marketing in the state. A standing order will be implemented soon to solve the problems.
Anti corruption cell is working well which was launched on March 25 at CM’s office as complaints are received in the office continuously. To bring the transparency in the government offices from corruption, mobiles phones are also allowed in all the government offices.
He further said that cases have been forwarded to DCs and SPs concerned for further action and a monitoring cell would be formed to access the activities of the anti corruption cell.
Also with this form of government initiatives will be taken in the human development instead of bandhs and blockade issues.
Speaking on the Churachandpur issue, N Biren said that the state government is not in a position to fulfil the demands for Lamka district as raised by joint action committee against anti tribal bill for the time being.
The state government told the JAC that the demand can be considered after the district boundary commission submits its report, Biren added.
On the other hand, education and labour minister Th Radheshyam, president of the ceremony said that observation is needed to give emphasis to train the youths as per industry requirements. Organising skill development programmes for youths would not serve any purpose if they are not trained according to the requirements of the firms.
He further mentioned that in order to promote entrepreneurship in the state ‘Make in Manipur’ products should be widely used. And there is a need to impart awareness on various welfare schemes being taken by the state government, Radheshyam added.

Cant say if this dream of the incumbent Govt. of Manipur can ever transform into reality.
A SHORT SUPPLEMENT TO “DO YOUR HOME WORK FIRST”.
OK. GOVT. DEMANDS QUALITY EDUCATION. BUT PARENTS NEED QUALITY EDUCATION.
Improve the performance, standard and infrastructure of government educational institutions. Make them more competitive like the private institute. The students will automatically get themselves registered whether u ask them or not. Most teachers are there for the sack of their salary. Most govt. colleges are like a cowshed bcos of some corrupt elements in the dept…what more can we expect from such places. Do your homework first. That would be the first and foremost step to take.
