State legislators leave for Delhi

IMPHAL, Apr 4: Altogether 21 State legislators including the Speaker and five officials of the Manipur Legislative Assembly today left Imphal for New Delhi to attend an orientation programme for newly elected legislators of 11th Manipur Legislative Assembly which would be held at the Bureau of Parliamentary Studies and Training (BPST), Lok Sabha Secretariat from April 5 to 7.

Speaking to media persons before leaving for Delhi at the Assembly secretariat today, Manipur Legislative Assembly Speaker Y Khemchand stated that the orientation programme would consist of interactive discussion sessions on themes of Parliamentary and procedural interest where important topics related to Parliamentary processes and procedures are deliberated.

The topics generally covered in such orientation programmes include “Problems faced by new Members”, “How to be an effective legislator”, “Parliamentary customs, conventions and etiquette”, “Privileges of legislatures and their Members”, “Parliamentary committees with special reference to department-related standing committees”, “financial committees”, “budgetary process” etc.

Subjects of topical interest having a direct bearing on the Parliament and its Members such as economic issues, local area development schemes, Panchayati Raj institutions are also covered in such orientation programmes.

The orientation programme is sponsored by the Manipur Legislative Assembly Secretariat. State legislators would get the opportunity to meet eminent Parliamentarians and they may also get opportunity to observe the ongoing Parliamentary proceedings/session, the Speaker stated.
