IMPHAL, May 29: In order to meet the mandatory requirements to change JNIMS into a full fledged medical college, and the subsequent need to acquire land for the needed extension of the medical institute, the state government has accorded the sanction of Rs.11,14,03,329 as compensation for the acquired lands.
According to a highly placed official source, the state government has decided to acquire 2.1792 acres of land involving 45 numbers of pattadars from 25-Village Soibam Leikai, Imphal East.
The government has also decided to start the land acquisition process at the earliest and finished the process before the inspection of the institute by a team of the Medical Council of India during the first week of next month.
The recent government decision also considered necessary to acquire the land directly from the land owners through negotiations. In this regard, DC Imphal East district has proposed to fix the land valuation at Rs. 377 per Sq. ft plus 30% solatium as was done in the recent negotiation made by the government for Dingku Road widening and NH-39 widening (Khongnang Ani Karak to Sangakpham- Khongnang Ani Karak to Lilasing Khongnagkhong).
On the other hand the value of affected patta land of 54 pattadars comes to Rs.4,65,26,306 only as intimated by the Deputy Commissioner concerned.
The source also mentioned that, the valuation of standing property for the said land at 25-Soibam Leikai, Imphal, East has been done by the state PWD and the total assessed amount comes to Rs.75,77,023 and it has been evaluated that the total fund required for the said land and standing properties comes to Rs.11,14,03,329.
It is also mentioned that the state government will be providing the funds since the acquisition of land is of urgent nature, and as there is no adequate provision of funds with the concerned health department to immediately meet the expenses of the said acquisition of land and payment of compensations for the standing properties.
Further, in a separate decision of the state government the physical possession of Modern College is contiguous to the JNIMS Complex considering the need for the expansion of JNIMS and as the extension of its buildings for various purposes are highly required such as sufficient infrastructure and spacious land area are mandatory as per the requirement laid by the Medical Council of India, the source added.
The official source also mentioned that, alternative arrangement has reportedly been made for relocation of the office of Officer-in Charge, Porompat Police Station to the land/area at Porompat (behind the Water reservoir) allotted to SP, Imphal East and there is feasibility for shifting of Modern College to the existing location of officer in charge Porompat police station which measures 3 acres. In this regard the state government has consulted the Higher & Technical education Department who are of the view that Modern College can only be relocated when adequate infrastructure is made available at the new site, the source added.
