Delay in submission of utilization certificate likely to hinder implementation of 15-point programme

IMPHAL, Nov 12: There is an apprehension of delay of the overall implementation of the 15-points flagship programmes approved by the centre in the state due to the failure of the state government to submit the Utilization Certificate and Detail Project Report of the programmes, according to a reliable source.

According to the source, the concern central ministries worried with the approaching general election in the state, and the failure of the state to submit the UCs and DPRs have demanded the state government to submit the UCs and DPRs of the schemes implemented in the state under the 15-points flagship programme before the end of November.

The 15-points flagship programme has been designed and approved by the central government. The initial funding for most of the flagship programme in the state started in 2007 and the central government has been monitoring the implementation of the schemes since then.

Since, 2007 the centre has already released Rs 2159.05 crores for the initial implementation of the schemes and the state has demanded an additional fund of Rs 1932.22 crores for the completion of the schemes in the state. However, due to its failure to submit the UCs and DPRs in time, it is unlikely that the centre will release the demanded funds any soon, informed the source.

However, unhappy with the negligence of the concerned state departments in submitting the UCs and DPRs of the schemes, the centre has recently instructed the state government to submit the UCs and DPRs by November end, the source further informed.

The flagship programmes are taken up in the sectors of rural employment, rural connectivity, rural health services, education, rural drinking water and sanitation, agriculture and allied sector for increase in horticulture productions, increase in area of irrigation, electricity, social benefit for old age and child welfare.

The schemes which has been implemented in the state under the 15-point flagship programme of the central UPA government include Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Indira Awaz Yojana (IAY), Prime Minister Grameen Sadak Yojana (PMGSY), National Rural Health Mission (NRHM), Sarva Siksha Abhiyan (SSA), Mid-Day Meal (MDM), Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY), Accelerated Power Development and Reform Programme (APDRP), Accelerated Irrigation Benefit Programme (AIBP), Jawaharlal Nehru National Urban Renewal Mission (JNNURM), Rajiv Gandhi Drinking Water (RGDW), Total Sanitation Programme (TSP), Technology Mission for Horticulture (TMH), National Social Assistance Programme (NSAP) and Integrated Child Development Scheme (ICDS).
