IMPHAL, Oct, 25: The Nationalist Congress Party, Manipur Pradesh has said in a press release that the state government should intervene and clarify on the issue of the allegations levelled against Speaker Th Lokeshwar Singh regarding the appointment of his wife as Under Secretary, Manipur legislative Assembly using OBC certificate.
The statement has decried the attitude of state Chief Secretary, who is the administrative head of Dept. of Personal, and the concerned DCs and ADC who deal with the issuance of OBC certificate for remaining being silent as a mere spectator.
It further added that, as per the prevailing rules of the country, the concern authorities are answerable to clarify the matter about the eligibility criteria for availing an OBC certificates.
He further urged the government that if the OBC certificate for the Speaker’s wife was provided outside the rule, then the concern issuing authority should be penalized for their misconduct.
And the press statement further added that, if the circumstances for the speaker’s wife to avail OBC status were correct, then an enquiry should be instituted to those persons who publicize defamatory and inflammatory view and comment in news media against the speaker of the Manipur Legislative Assembly.
He further regretted the non-functional of State Information Commission due to non-appointment of Chief Information Commission for the last many months. He further added that under section15 (2) of RTI Act, 2005 a single member or a lone chief information commissioner cannot operate as competent authority of the State information commission, without a full-fledged Chief Information Commission.
