IMPHAL, Aug 21: While the state government has announced the need for transparency in appointments, especially those relating to the education department, the recent detection of excess appointment of 338 primary teachers above the sanctioned 3280 posts is a sign of lack of proper scrutiny by the appointing authorities under the Autonomous District Councils in the hill districts.
The excess appointments are a matter of great concen for the physically handicapped persons whose rights the Constitution promises to safeguard.
Executive officers of the ADCs concerned had officially invited applications in the local dailies in December last year for appointment of Primary Teachers under the
ADCs including 411 for Chandel district, 668 for Churachandpur district, 663 for Sadar Hills Kangpokpi, 517 for Senapati district, 574 for Ukhrul district and 448 for Tamenglong district. Besides, in a separate advertisement issued by the ADCs the reservation of seats for physically handicapped persons was announced to be six for Chandel, 21 seats for Sadar Hills Kangpokpi, 16 seats for Senapati district, 20 seats for Churachandpur district, 12 seats for Ukhrul district and six seats for Tamenglong district.
The discrepancies came to light because of complaints made by a candidate who participated in the appointments process under the category of physically handicapped persons from Senapati district.
The disgruntled candidate named Danii Abishua Paomai, 26, son of Late Ng Danii of Senapati Taphou Phyamai village is a visually handicapped person and was the lone candidate who was not appointed amongst the 11 appointed physically handicapped persons which include five for hearing impaired and six Ortho related from the Senapati ADC.
The visually handicapped candidate approached the State Public Information Officer under Section 6(1) of the Right to Information Act, 2005 on June 15 this year requesting information from the concerned executive officer of the ADC Senapati on the reasons for not selecting him to the post.
Thereafter, the Manipur Information Commission considered the appeal of the complainant after filing a case on August 8. The commission has directed the Executive Officer of Senapati to furnish the documents sought within 10 days.
Danni Abishua Paomai has been left with no option other than to proceed for legal help in order to get justice.
It may be mentioned that with an official assent given by the than President of India on January 1, 1996 to the Persons with Disabilities (Equal Opportunities, Protection Rights and Full Participation Act 1995) a country-wide norm for keeping not less than 3 percent reservation for persons with disabilities in every government appointment has come into force in the country., However, it is far from implemented in the state, handicapped persons have observed.
