IMPHAL, February 26: NCP MLA L Ibomcha today suggested in the House that the State government should install a lie dictator poly graph machine in the Manipur Police for use during investigations in cases which are serious in nature.
He made the suggestion during the discussion and voting on demand for grant for Police Department.
The machine, he said is very much needed in the State where the crime rate is very high.
He also raised the issue of provision of ex-gratia for the victims of the March 11, 2015 bomb blast.
In his reply, Deputy Chief Minister Gaikhangam who is also the Home minister said the government is trying to install the latest technology and equipment for the police under the Police Modernisation scheme.
He said the government will submit a proposal to the Union Ministry of Home Affairs.
Regarding the ex-gratia for the bomb victim, Gaikhangam said the Home department has already approached the Finance department for re-validation process, so that the State government can hand over the ex-gratia amount to the family.
Opposition MLA Dr I Ibohalbi also raised a cut motion on the demand stating that although the Police department has a strong force, it is still very ineffective in the hill districts of the State.
The force, he observed, has however, done an excellent job in the valley districts and calm down the issue of insurgency to an extent.
Now, the question is how the force is so weak in the hills and how will they maintain law and order there, he said.
He further asked as to whether the police personnel involved in the NSF row are to be punished.
He stressed the police also needs some moral boosting and should be given enough power to tackle situations.
He further appealed to the Home minister to upgrade the VDF into Home guards and strengthen the home guard force.
Thangmeiband MLA Kh Joykishan also moved a cut motion on the demand citing that the Manipur Police Service Rule has been amended several times.
Even, the recent police constable recruitment is full of controversies, he said.
While, Th Shyamkumar appended that it is very unfortunate that a recruitment process takes a minimum of two to three years.
Even the transfer and posting policy of the police is questionable in the State, Shyamkumar said stating that an officer in good terms with the minister or officers stay at a plum posting for more than four-five years, while some stay in unwanted posting places from long period, said Th Shyamkumar.
