IMPHAL, Aug 25: Almost all the aspects of devolution of power to autonomous district council (ADC) were discussed in today’s cabinet meeting but the matter could not be finalized as yet.

According to reliable source, a special cabinet meeting was held today under the chair of chief minister O Ibobi to discuss about devolution of power to ADC which was deferred from the last cabinet meeting held on August 22.

The special cabinet meeting which was also attended by the heads of all departments of the state government deliberated on very possible aspect of the devolution of power to ADC.

However, the matter could not be finalized again in the cabinet meeting and the finalization of the devolution of power to ADC is expected to be done by tomorrow.

The source further added that the departments which come under the provision of devolution of power to ADC include finance, health and family welfare, horticulture, agriculture, art and culture, higher education, education (S), corporation, CAF&PD, fisheries, MOBC, science and technology, social welfare, tribal development, veterinary and animal husbandry, YAS etc. but minor irrigation and PWD have excluded from the provision of the devolution of power to ADC.

The cabinet also approved that the chairman of the ADC would be made the chairman of the implementing committee of NREGS instead of the deputy commissioner in the hill districts.

The cabinet further approved the opening of Engineering Department for the Minority and Other Backward Classes (MOBED) along with the appointment of one executive engineer on deputation and one assistant engineer, two section officers and one road mohori on contract basis.

The construction of OBC girls’ hostel at Kiyamgei Awang Leikai, ITI hostel at Ukhrul, ITI at Lilong and fishery complex at Thoubal were also approved in today’s cabinet meeting.
