IMPHAL, March 5: In a move to clear the air surrounding the recently announced results for the recruitment of teachers under SSA, Principal Secretary of Education (S), Dr J Suresh Babu held a press conference today at the conference hall of old secretariat. It was also attended by Director of Education (S), W Rajen Singh among others.
Detailing the process of recruitment that was followed, Suresh Babu explained that the first notification for recruitment of Primary and Upper Primary Teachers did not specify that BEd or DIET was mandatory and the eligibility requirements for TET examination was also relaxed. However, the norms stipulated that candidates scoring 60% & above for unreserved category and 50% & above for the reserved category in TET are eligible for the recruitment. Following directions from the high court to follow the National Council for Teacher Education guidelines, it was decided that those candidates with BEd or DIET will be given preference. Accordingly, a cabinet decision approved a 5% weightage for those candidates with such qualifications.
The weightage allocated to each parameter for the recruitment of primary teachers are 20, 25, 5, 50 percent from class X, XII, B Ed or DIET, TET respectively.
While, the weightage allocated for the recruitment of upper primary teachers are 10, 10, 25, 5, 50 percent from class X, XII, B Ed or DIET, TET respectively.
A total score is then arrived at from the above parameters and weightages. The first stage of the selection is made by sorting all candidates who meet the NCTE eligibility criteria of scoring 50% or more in BEd or DIET. Thereafter, against the vacancies for each category, the candidates were selected based on merit and this constituted the List A results. From the remaining candidates a similar exercise was undertaken to arrive at List B that included the candidates who did not make it in List A as well as those without BEd or DIET qualifications. In both List A and B, government reservation policy has been followed which stipulates that not less than 50% of vacancies should be kept unreserved.
Suresh Babu said the entire recruitment process has been done in a very transparent manner in compliance with NCTE guidelines and high court order. He conceded that since the matter has now been taken up in the high court, they will abide by the decision of the court.
