Manipur,LAMKA, Aug 1: The District Council Day was observed today at Churachandpur District Council Hall with great gusto in presence of Jacintha Lazurus, DC Churachandpur, B S Khasana DIG/BSF, STC, Vajir Singh Addl. DIG of 27 Sector AR and L Mangkhogin, SP Churachandpur, C Hangshing, ED/ DRDA and Mannuamching, CEO of Churachandpur District Council.
Langkhanpau Guite, Chairman of Churachandpur ADC acted as the host while an ADC member Genneikhup presided over the function.
Langkhanpau, during his speech, extended warm welcome to the gatherings and disclosed about the ADCs planning to do in the direction of sanitation at the town.
Stating about the importance of unity while working for the people he said that an award will be given on Council Day to everyone who best maintains cleanliness of his/her surrounding and that a drive will be carried out.
He said the Autonomous District Council Churachandpur was constituted under the Manipur Hill Areas District Council Act, 1971 from its former name of Manipur Southern Autonomous District Council while adding the first district council member was elected way back in the year 1973 February with 18 members being elected after an order No. 20/12/71 -D (Pt) dated 15/2/1972. There were two nominees at the time he said.
While taking about the way the ADC Day come about, Mannuamching CEO the of the ADC stated that election to the district council could not be held after three terms of office for certain reasons and after a gap of 23 years elections were again held in May 2010 with 34 members being elected including two nominees .
She said Langkhanpau Guite was elected as the Chairman of the district council on the 9th July 2010 under whose able guidance the council has moving forward asserting under Section 29 (I) of the Act the council has been entrusted with 29 subject matters.
While talking about areas in which the ADCC is now enjoying its power she said education is the biggest department of the ADCC and there are 170 JB Schools.
Talking about the current number of staff position including sanctioned and in charge she disclosed a total of 5 headmaster/mistress post , 49 assistant teacher post and 165 school chowkidar posts are lying vacant while adding out of 49 assistant teacher post 11 is reserved for die-in- harness scheme at present.
As a result she has said the present number of council employees as of today is 1228 out 1372 sanctioned post.
She said under the tribal affairs and hills 203 units of housing scheme were distributed and financial assistants were provided to 132 women while 4 numbers of construction works were taken up under the MI schemes with three numbers of IVR improvement in addition 4 numbers of RWS construction .
She pointed out under the 13th Finance Commission Award 25 numbers of Ringwell , 15 numbers of Culvert, 46 shingling , 2 toilet, 10 urinal shed ,2 retaining wall , 2 dustbin consruction and dumping site preparation waere made so far C Hangshing during his speech saif 55, 627 total number of Job card were created in the year 2011-12 and another 57, 907 were created during 2012-13.
About the IAY Hangshing stated 1152 units were covered during the year 2011-12 and another 663 units sice 2012 till July last while further stating so far under the BRGF 418 benficiaries were sanctioned.
He said 78 units of sanctioned was made under the BADP during year 2011-12 with 99 Self Help Group being created with a revolving fund of 10000 given to each of the group during the year 2011-12.
