IMPHAL, August 1: The Educated Unemployed Union, Ukhrul District, Manipur today called a press conference at the MBC, Chingmeirong alleging that two agencies, As Thanmi and Mingthing Horam has fraudulently withdrawn a huge amount under PMGSY.
Speaking at the press conference, spokesperson N Zimik said the union has also submitted a memorandum to the RD & PR and Eco & Statistic Minister appealing for immediate and stringent action against the concern engineers and to black list the agencies, M/S As Thanmi and M/S M Horam for fraudulent withdrawal of Rs 9 crore (approximate), under PMGSY road construction from Chingai to Tusom via Challau and from Kharasom to Tusom.
He said that under PMGSY, the agency for construction of road from Chingai to Tusom via Challau was awarded to special contractor, M/s As Thanmi and according to the work order, the work load include a 15 km road stretch construction with a tender amount of Rs 1,2294 lacs.
He continued that under this programme, the contractor has done nothing other than removing grasses from the old road. There is no culvert, no retaining wall, no press wall etc, he said.
“On top of this, the said agencies accompanied with the concern engineers have overdrawn Rs 27612 lacs against the tender amount of Rs 12294 lacs”, he alleged.
He continued that same programme also includes construction of PMGSY road from Chingai to Tusom via challau from 15 km to 30 km with a tender amount of Rs 31879 lacs.
“The agency, special contractor M/S Mingthing Horam has withdrawn the aforesaid amount without any work, which implied that the concern engineers are also behind misappropriation of huge amounts meant for construction of road from Chingai to Tusom via Challau, which is the only short cut to reach Tusom”, he continued.
“Thirdly, under PMGSY – 2009 tender, a work order was issued to M/S Mingthing Horam for construction of road from Kharasom to Tusom, with distance – 15 – 30 km and estimated cost of Rs 40883955 lacs.”
“Under this case, the agency left New Tusom to Tusom CV without work. However, a few metre were constructed at last ending terminal which is totally not according to the work order”, he said.
The union further urged the concerned authorities to take up immediate stringent action against those engineers who are behind the above frauds and blacklist the agencies.
The union has also threatened that failing which, the union will follow up strong steps as per the rule of the land.
The spokesperson also said that the union will also take up an immediate spot inspection/enquiry along with media at the earliest.
