A whooping Rs 149388588 spent on ex MLA`s, Ministers`, bureaucrats` security: HM

IMPHAL, December 20: The state spends Rs 149388588 on provision of security personnel to ex MLAs, ex Ministers and civil bureaucrat officers of the state.

This was informed by state Home Minister Gaikhangam in reply to a question from NCP MLA L Ibomcha Singh.

The state HM further said, “The scale of security provided is based on the recommendation of the state level Security Review Committee comprising of IGP (Int) Chairman, Jt Dir SIB/Imphal-Member, Special Secretary (Home)-Member and SP/CID (SB), Manipur-Convenor. As per the guidelines issued by the MHA, the Committee reviews the scale of security provided to the protected persons of the state including ex MLAs, ex Ministers and bureaucrats every six months. Depending on the nature of the threat and based on the threat assessment carried out by the intelligence agencies, he individuals are categorised accordingly”.

MLA Ibomcha continuing his question said the amount spend in the provision of security to the ex MLAs, ex Ministers and the bureaucrats of the state is high and further appealed to the government to check it.

In his reply, the HM said at present the state is providing security to 59 officers and that the government will take all necessary action on the issue.

Uripok MLA L Nandakumar put a question before the Chief Minister who also holds the MAHUD portfolio on when the construction work of the Lamboi Khongnangkhong canal near Chorus Repertory will be resumed and whether there is any proposal for modification of the design of the canal like providing retaining wall on the right wing of canal to prevent erosion.

The Chief Minister in his reply said the project has been undertaken under the Ministry of Urban Development under JNNURM.

He continued that there are some conflicts regarding the funding and the site, after clearing the doubts, it will be completed at the earliest.

Hiyanglam MLA Maibam Kunjo put a question on whether the repairing of the Hiyanglam Hiranmei to Arong road and the Hiyanglam Hiranmei to Lammeidong road have been completed and how much amounts were sanctioned and how much of the amount were released for the two projects.

The concern Works Minister Dr Kh Ratankumar said the construction of both roads are not completed and said for the Hiyanglam Hiranmei to Arong road the sanctioned amount is Rs 199.99 lakh and released amount is Rs 54691 lakh (Rs 15 lakh has been paid to contractors while Rs 39691 lakh are departmental charges).

He continued that for Hiyanglam Hiranmei to Lammeidong road the sanctioned amount is Rs 150 lakh and released amount is Rs 20.75 lakh (Rs 18.42 as department charges and Rs 2.33 lakh for material)

Regarding a query from the Thangmeiband MLA Kh Joykishan Singh on whether there was any advertisement for recruitment of JNIMS staffs meant only for Thoubal district, the concern Health Minister Phungzathang Tonsing said it was not meant only for Thoubal but employment exchanges of Bishnupur, Thoubal and Imphal West also sponsored candidates.

In reply to a query from Andro MLA Shyamkumar, IFCD Minister Ngamthang Haokip said the Thoubal Barrage was inaugurated in July 1991 and the labelling of hill spurs for the right main canal was started in 1988-89 while digging work for the tunnel started in 2001.

He continued that after the 4th revision, the expected completion date for canal has been extended to March of 2015 from March 2013.
