State government`s reservation policy on govt. employment


IMPHAL, June 12: Putting questions on the state government’s reservation policy on government employment during the questions and answers business on the third day of the 5th session of the 10th Manipur Legislative Assembly, Opposition MLA Th. Shyamkumar Singh of Andro Constituency called the attention of the House so as to increase the reservation posts for schedule caste (SC).

MLA Th. Shyamkumar Singh put the question to let him know the number of jobs for scheduled caste, scheduled tribe and other backward classes category wise as per the reservation policy of the state government.

Replying to the question, the Chief Minister Okram Ibobi Singh who also holds the portfolio of Minority, OBC and SC presented the report on category wise reservation as per the reservation policy of the state government: scheduled caste – 2%, scheduled tribe – 31% and OBC – 17 % in the House.

However, MLA Th. Shyamkumar Singh further raised the question in the House what the difference between the state government and Union government about caste based reservation system is.

The Chief Minister responded that the difference is: General – 50%, SC – 2%, ST – 31% and OBC – 17% for the state government ; for the union government , General – 50.5%, SC – 15%, ST – 7.5% and OBC – 27%.

On hearing Chief Minister’s response, MLA Th Shyamkumar Singh called the attention of the House on the increase in SC reservation quota, pointing out that other persons from other places grabbed the quota of schedule castes belonging to some areas showing SC certificates that they also belong to SC following which the real schedule castes who should be provided with various SC facilities fail to enjoy their facilities. The Chief Minister said that the reservation policy is based on opulation. However, he will see what can be done, he added.
