Formation of Adhoc SMDC is totally against the RTE Act, 2009: AMSMADCA

 IMPHAL, April 28: The All Manipur School Management and Development Committee Association (AMSMADCA) which went on a trip to neighboring states of Mizoram, Nagaland and Assam to observe the progress of Sarva Shiksha Abhiyan (SSA) in those states after learning that all the civil works construction under SSA are well implemented and progressive following the guidelines given under RTE Act, 2009 has said that SSA in Manipur State is a filthy playground like Mahabali, the place for monkeys, and moreover terming the officials of SSA as victims like goats for slaughter.

A press release from AMSMADCA says that the composition and formation of Adhoc SMDC is totally against the RTE Act, 2009 and a sheer act of politicalisation and centralization of the SMDC community ownership of the RTE Act, 2009.

A meeting under the initiative of M Okendro, Education Minister on 26th October, 2013 without the knowledge of the President/Chairman (The Hon`ble Chief Minister) general body of the Sarva Shiksha Abhiyan, (State level) formed the Adhoc SMDC, Assembly Constituency level monitoring and supervision Committee (ACLMSC) vide order no. 30/4/2013-SE(S) dated 24th October, 2013.

The press release also mentions the false creations of the District Programme Manager (DPM), a contractual staff of SSA working under ZEO/DPO district concerned as Member Secretary against the Member Secretary of the Local SMDC community ownership of the RTE Act, 2009, vide office letter No. 14/3/08-SSA/SMAlCW Pt-IV, Imphal the 10 December, 2013.

It is a matter of fact that due to wrong formation of adhoc SMDC in Manipur, the DPM operating joint bank account with DV/Al in Ukhrul Districts without the knowledge of local SMDC, the DPM and DI of Ukhrul has hijacked Rs.99, 98,250 which was deposited to the concerned Bank for construction of ten schools in Ukhrul District, Manipur.

It further stated that due to these malpractices of SSA in Manipur, the public is facing great hindrance further leading to a stumbling block for successful implementation of SSA programmes.
