IMPHAL, January 31: The government will take holistic steps for conducting both the Higher Secondary and High School Leaving Certificate Examination, stated Education minister Moirangthem Okendro.
Speaking at a press meet in the SSA conference hall at Babupara, he said the holistic approach will induce participation and coordination among all the departments, bodies and agencies under BOSEM and COHSEM duly supported by the Department of Education (S), Directorate of Education (U), RMSA and SSA.
He said the new approach will introduce micro-observers for all the private centres and will be manned by fresh, young and energetic recruits of the RMSA.
The micro-observers will observe the conduct of exam and report to the secretary of the council and not to the controller of examination, he added. The micro-observers equipped with cameras and vehicles will act as an independent body to assess the examination norms as well as the quality of the examination of the council, he said, adding they, however, will not be given any executive authority.
Stating that there will be direct involvement of Deputy Commissioners in the selection of private centres to ensure neutrality while selecting examination centres, the Education minister said the involvement of DCs will also ensure that the students of the same school are not invigilated by their own teachers.
He said the private centres committees headed by DCs will also help in selecting reliable officer-in-charge and invigilators for the centres. The new approach will include strict enforcement of punishments for those involved in malpractices by filing FIRs at the local Police station and reports which will be submitted to the board or council along with confidential matters on the same day, he added.
The assessment of security requirements will be coordinated by the DGP along with council representatives and new form of reporting format will be introduced which will help in establishing clear and correct communication between the supervising officers (SO), officer-in-charge (OC) and micro-observers (MO) with the council, he said, adding the reports will act as an evidence for further action.
The Education minister said there will be an introduction of computerised coding system in the High School Leaving Certificate Examination while also adding that the awareness campaign for `Clean Examination for quality education`™ is already launched through slogans, posters at examination centres.
He also added that the services of print and electronic media will be sought in due course of time for the campaign.
Giving statistics of the upcoming examination centres, the Education minister said there are 24 council and 36 private centres while 9953 students will appear in the council centres, 15092 students will appear in the private centres during the higher secondary examination. He said 31centres are allotted for the board exams with another 67 private centres making up the rest. The will be 28447 students appearing in private centres whereas 6200 students will appear in board centres and 196 students will appear as private candidates, he added.
Lastly, the Education minister appealed the students, parents, guardians and the people to co operate with the steps going to be taken up by the board and council for the fair conduct of both the examination to bring quality education in the state. He also appealed the people to co-operate with the flying squads and micro-observers as well as the officials of the board and council during their visits to the examination centres.
