Govt attention sought in alleged irregularities in MOBC

IMPHAL, October 26: The Manipur Muslim Welfare Organization (MMWO) and United Manipur Muslim Women`™s Development Organization (UMMWDO) have called the attention of the State Government regarding the alleged irregularities in the MOBC.

Speaking to media persons at Taj Hotel, Hatta, MMWO president FM Abdullah Pathan and UMMWDO secretary general Nazima Phundreimayum said that three persons have swindled the Pre-Matric scholarship for minority students for 2011-12 and 2012-13 of around 500 students using fake accounts.

The leaders of the two organizations also express suspicion of involvement of the Director, Account Officer and Scheme Officer in the irregularities and demanded an inquiry into the matter.

He distributed the media persons copies of the lists of the students with fake accounts, the statement made to police by Y Bishorjit Singh, computer operator engaged with MOBC in connection with the preparation of the 5th Phase Lists under Minority Pre-Matric Scholarship being undertaken by MOBC Department and a copy of the FIR lodge by the Director himself at Imphal Police Station.

In a statement given to police by Y Bishorjit Singh on September 26, 2015, he stated that change of names, account of students and inclusion of new students in the lists furnished by MOBEDS under 5th Phase Minority Pre-Matric Scholarship (total of amount Rs 6.15 crores) were done by him at the behest of Md Ziauddin Khan alias Taba, a Jamadar of Manipur Rifles posted at Khongshang; SM Kuddus, son of Md Hei of Kshetri Awang Leikai, Imphal East; and Md Abdul Haque, son of Md Abdul Hekim of Keikhu, Imphal East.

`The changes were made in Room No.8 of MOBC at Secured Office Complex somewhere during the second week of July, 2015.`

`Room No 8 is being used by the personal staff of the Honourable Parliamentary Secretary (MOBC), Manipur.`

`Print out of the manipulated lists was made in Room No 8 itself.`

`Changes made as given above were not brought to the knowledge of the Scheme Officer as insisted by the above mentioned persons.`

Meanwhile on October 20, Director of MOBC Kh Dineshchandra Singh had lodged an FIR with the Officer-in-Charge, Imphal Police Station, Imphal West regarding irregularities in minority Pre-Matric Scholarship.

`I am to inform you that like change of bank account details, inclusion of students`™ list not submitted by the outsourced agency (MOBEDS); double debit in the same account; ete in the 5th Phase Lists of Minority Pre-Matric Scholarship have been reported by the Project Director/MOBEDS vide his letter Nos 41/MOBEDS/PD-2015/43 dated 19/09/2015 and same have been verified.`

`MOBEDS further informed about the involvement of three persons in the above mentioned irregularities vide PD/MPBEDS letter No 41/MOBEDS/PD-2015 dated 21/09/2015.`

`Y Bishworjit Singh, again unauthorized computer operator (engaged) working under L Mak Joute,` in his statement also corroborated involvement of the above three persons.

`e-disbursement of the 5th Phase Lists was effected recently. It is also to be informed that the 5th Phase Lists were sent to the bank by Accounts Officer/MOBC, Manipur in consultation with the Scheme Officer/DDO, MOBC.`

`This 5th Phase list was retracted from SBI, Imphal Secretariat bank following the objection raised by the Parliamentary Secretary, MOBC Manipur by the Accounts Officer and DDO/MOBC on my orders for subjecting to re-verification of certain irregularities for which Office Memo No A/S-4/98-MOBC (Pt-VI)/136 dated 25/05/2015 was issued.`

`The Scheme Officer/DDO, MOBC and the Accounts Officer/MOBC were mandated to cause a thorough verification of the lists vis-à-vis the one submitted by MOBEDS vide the aforementioned OM.`

`In such circumstances proper investigation about the matter by an appropriate law enforcing agency is necessary since all the officers have violated the above OM.`

`I therefore request you to kindly Lodge an FIR against the Scheme Officer/DDO, MOBC; Accounts Officer/MOBC based on the preliminary enquiry report by M Damu Singh, Dy Director/MOBC, Manipur; Y Bishorjit Singh and the three persons so as to find out the culprits and to punish them in accordance with law,` the Director said in his FIR.
