12th session of Legislative Assembly begins with homage to ex-State Govs

IMPHAL, December 18: The 12th session of the 10th Manipur Legislative Assembly began today with an obituary reference of former Governors of Manipur VK Nayar and Syed Ahmed.

The winter session will have only two sittings and will conclude tomorrow.

Opening the obituary reference, Chief Minister Okram Ibobi Singh said that former Governor of Manipur VK Nayar passed away on November 30, 2015. He was the Governor of Manipur from August 31 of 1993 till December 22 of 1994.

The late VK Nayar was an Army officer and maintained strict discipline, the CM said.

Lauding his contribution of the State, the CM said during his period in Manipur, VK Nayar rendered good advices to the government from time to time in various issues including militancy.

Giving his obituary reference for former Governor of Manipur Dr Syed Ahmed who passed away at the age of 73 years on September 27, 2015 at Lilabati Hospital in Mumbai, the Chief Minister said that Ahmed was the 16th Governor of the State and took the charge as the Governor of Manipur on May 16, 2015.

He said Dr Syed Ahmed, who served as the Governor of the State for a short period of time, was a well experienced person in the field of governance.

He gave proper advice to the State government regarding setting up of a private university and a cultural university in the State, Ibobi said.

The leader of the House further shared his grief and loss of the bereaved family members.

MLA Joykishan, PHE minister Hemochandra, MLA Shyamkumar, MLA N Biren and Speaker Th Lokeshore also participated in the obituary references.

The members of the House observed a two minute silence by standing as a mark of respect to the departed soul.

Further proceeding with the business of the day, Chief Minister Okram Ibobi Singh presented the Seventh Report of the Business Advisory Committee.

Health & Family Welfare Minister Phungzathang Tonsing who is also the Chairman of the Select Committee on “the Manipur Medicare Service Personnel and Medicare Service Institutions (Prevention of Violence and Damage to Property) Bill, 2015 (Bill No 14 of 2015) presented the committee’s report while Deputy Speaker MK Preshow who is also a member of the Rules Committee, Manipur Legislative Assembly presented the committee’s report.

Later three separate bills were also introduced on the floor of the House by three members of the House.

The Chief Minister who is also the leader of the House introduced the Manipur Municipalities (Ninth Amendment) Bill, 2015 (Bill No 19 of 2015) followed by Phungzathang Tonsing, Minister in-charge of CADA who introduced the Manipur Participatory Irrigation Water Users’ Bill, 2015 (Bill No. 20 of 2015).

Kh Ratankumar Singh, Minister in-charge of Transport, also introduced the Manipur Motor Vehicle Taxation (Second Amendment) Bill, 2015 (Bill No. 21 of 2015).
