IMPHAL, April 20: the United NGOs Mission Manipur today submitted a memorandum to the President of India requesting urgent attention to communicate with the Indian Authority on establishing Truth and Reconciliation Commission in Manipur, invite Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence and repeal of AFSPA.
In its memorandum, the UNMM has recommended to establish truth Commission with sufficient budget allocation and with the inclusion of lGOs, academic, researchers etc., to repeal AFSPA 1958 and to initiate honest official for peace` negotiation with UGs.
The memorandum said the UNMM would like to request the President’s support, action and advice in order to address the situation in the State and provide technical assistance in seeking truth on the reality on the ground.
UNMM is a network of 103 NGOs working in the field of Human Right and long term peace building process in Manipur and its members are from all the districts of Manipur, it said.
Stating that the UNMM has already had a number of communications with ICCPR (1997), ICESCR (2012), CERD (2007, 2008, 2009, 2011, 2012), CEDAW (2014), Special Rapporteur on the Rights of Indigenous Peoples (2007), Special Rapporteur on Human Right Defenders (2011), Special Rapporteur on Extrajudicial Execution (2012) and Special Rapporteur on Violence against women (2013), it said it had urged them, among others, to recommend in their conclusions to repeal the Indian Armed Forces (Special Powers) Act of 1958 (AFSPA).
It said Navanethern Pillay, the former High Commissioner for Human Rights visited India in 2009 where she also urged the government of India with deep concern to repeal AFSPA.
