ATSUM urges govt to exempt benchmark of qualification

IMPHAL, May 13: Urging exemption of DIET/any diploma, B.Ed, TET as Essential qualification for recruitment of Teachers by the Directorate of Education (S) under SSA and RMSA, All Tribal Students’ Union Manipur (ATSUM) has submitted a memorandum to Education Minister Dr Kh Ratankumar.

In the memorandum, ATSUM while lauding the recruitment drive of teachers by the Directorate of Education (S), Government of Manipur under SSA and RMSA said the union is perturbed to find the essential qualifications for primary, upper primary and graduate teachers with a bench mark qualification with various diploma courses, TET and B. Ed as the qualifying criteria at par with the rest of India.

The union is conversant with the scenario of educational system in Manipur and fully knowing the setback in application, ATSUM has been pressurising the governmet for establishment of B.Ed centres in the entire hill districts of the State to cater to the needs of teachings faculties from primary to graduate level but nothing tangible could be materialised although false promises has been made to subside the agitated union, it stated.

According to the memorandum, DIET centres in the hill areas are meant only for untrained in service employed under ADCs and Education(S). As such, making DIET/B.Ed/diploma in Education is neither applicable nor correspond to the existing Educational system of education in Manipur for the simple reason that Manipur State doesn’t advocate establishment of Educational Institutions for acquiring professional courses, diploma etc. to meet the needs of the tribal.

As such, making such diploma or B.Ed degree as the requisite qualification for recruitment of teachers is a design to exploit the tribal’s who are not privileged to avail the facility of being trained except for lucky few town dwellers, it said.

It maintained that most significantly, TET as a requisite qualification is acceptable but with few examinations conducted so far till 2014 is seemingly depriving upcoming students who are entering into such profession.

ATSUM urged the Minister that the requisite qualification with diploma/ B.Ed/TET be relaxed as one time measure for all communities or exemption be made for the tribal.

It also urged to ascertain the back logs of ST posts in Education Department in black and white before the commencement of the recruitment process and make public about the break-up reservation quantum of SC, ST & OBC as per model roster of 200 points by direct recruitment.
