IMPHAL, Feb 23 : The Kuki Inpi Manipur (KIM) has urged Prime Minister Narendra Modi to disclose the contents and details of the Framework Agreement signed between the Government of India and NSCN-IM on August 3, 2015 when he visits Imphal for an election rally on February 25.
Speaking to media persons at Kuki Inn here today, KIM president Thangkhosei Haokip said that using the Framework Agreement as an element of election propaganda is not advisable. Instead, all its details should be made available to the public.
It has been reported that a final solution would be worked out to the political dialogue going on between GoI and NSCN-IM by March this year.
But one would like to question the modality of the possible solution. At the same time, a large section of people are anxious and apprehensive about any possible solution that may be worked out between the two parties, Thangkhosei said.
When a cease fire agreement was signed between the two parties for the first time in 1997, its details were not disclosed to public. When another agreement was signed with the phrase ‘without territorial limits’, Manipur was literally put on flames and 18 people lost their lives.
Now the details of the Framework Agreement are being kept as a closely guarded secret.
Noting Union Home Minister Rajnath Singh’s recent assurance that the Framework Agreement would not affect Manipur, Thangkhosei questioned why the details of the agreement are not divulged till date in case it does not impinge upon the interest of Manipur as stated by the Union Home Minister.
After the United Naga Council (UNC) served quit notice to the Kuki people between 1992 and 1995, NSCN-IM committed genocide killing as many 900 Kuki people including women and children apart from burning 360 villages thereby displacing around one lakh people.
Demanding justice for the genocide and punishment of the culprits as per the law of the land, more than 60 memoranda have been submitted to the Government of India. Justice should be delivered to the Kuki people first before working out a solution to the GoI-NSCN (IM) political dialogue, asserted the KIM president.
Talking about the indefinite economic blockade, Thangkhosei said that the UNC has been functioning at the behest of NSCN-IM.
When a delegation of the Joint Forum for Peace met Union Home Minister Rajnath Singh on January 18, he stated that adequate number of security forces had been sent to Manipur.
“But we are not asking for militarisation of National Highways. We are seeking a solution to the protracted issue of economic blockade”, he said. KIM sees Central Government’s hands in the ongoing indefinite economic blockade. Reacting to UNC’s repeated claims about ancestral land, the KIM president said that boundaries are there at the level of villages, districts and even between two houses.
KIM general secretary Khaimang Chongloi and KSO Ghqs president Paotinthang Lupheng were also present at the press meet.
