Special Court of Narcotic Drug and Psychotropic Substance today issued a warrant of arrest against two accused in the Pallel drug case and directed CBI to take up process for announcement of proclamation against both of them.
The trial of the case is on in the Court under case number 33 of 2016 with reference to RC number 4/S/2013 Kolkata arising from FIR number 26 (2) 2013 Kakching police station CBI versus Lunkhohao Haokip and 15 others.
Seven accused in the case namely Dhrubajyoti Das, Madho Das, Ajay Kumar Bhartia, Utpal Debnath, Banamali Talukdar, Tiken Deka and Ajay Choudhary were represented by their counsels while another seven accused namely Rajneesh Kumar, Ng Brojen, Lhunkhohao Haokip, RK Babloo, Dikshant Goel, K Anand and Saikholen Haokip were present in today’s Court proceeding.
Yet another two accused Zangminthang Tuboi and Letminlal failed to appear before the Court despite summoning them and issuing a warrant of arrest against them.
In its order, the Court mentioned that Lamkholen Tuboi the surety of the accused Zangminthang Tuboi and Nengjalam Haokip the surety of accused Letminlal Haokip were present with their counsels by filing applications to allow them to discharge from the liability of sureties of the accused persons stating that despite their vigorous efforts the accused persons could not be traced and produced before the Court in terms of the surety bonds executed in this regard.
Thus they prayed that the surety amount of Rs 1 lakh each may be forfeited to Government of Manipur.
The prayer was considered and the surety amount of Rs 1 lakh each were forfeited. According to the Court order, Zangminthang Tuboi and Letminlal Haokip are concealing themselves so the warrant of arrest issued against them could not be executed. The Court then directed CBI to take steps and inform the SP, CBI, SCB, Kolkata for information and compliance through the HOB, CBI, ACB, Imphal.
It may be mentioned that on February 24, 2013, the then PRO (Defence) Ajay Choudhary along with five other accused namely Ng Brojendro (Assistant Manager, Indigo Airline), Haopu Haokip, Minthang Doungel, Minlal Haokip and RK Babloo (personnel of 165 Infantry Battalion) were arrested by a team of Thoubal district commando along with a huge consignment of contraband drug from Pallel while they were heading towards Moreh in three SUV vehicles.
Later on February 27, Saikholen Haokip, son of Congress leader TN Haokip was arrested along with banned drugs from his residence. The case was taken up by Kakching police before it was handed over to CBI Kolkata for investigation. All the accused in the case are currently on bail.
