IMPHAL, May 17 : Social Welfare and Cooperation Minister Nemcha Kipgen today halted the ongoing construction work of Ideal Blind School hostel after the construction work was found defective.
The ground floor of the hostel building has suffered cracks and construction of a first floor on top of the condemned building was underway when Minister Nemcha Kipgen visited.
The Minister was on spot inspection at various institutions. At Ideal Blind School, the Minister saw that the construction of the hostel building has been going on without giving due emphasis to its qualitative aspects.
The Minister then immediately directed to put a halt to the construction work.
She said that defunct Children Home at Takyelpat would be also renovated.
During the inspection, Minister Nemcha Kipgen also visited Government Deaf and Mute School, Government Legal Aid Clinic/ School and Observation and Special Home for Juvenile at Takyelpat.
Water leakage from the ceiling, pitiable conditions of hostel buildings, kitchen, lack of electricity, drinking water and poor drainage system in and around the institutions have been plaguing these institutions.
Addressing the inmates of Observation and Special Home for Juvenile, the Minister said, “You all should learn to live together in peace and help one another. Let us keep the surrounding neat and clean.”

“The building is in very poor condition. Though the building is repaired, it can still pose a threat to the inmates of the home. The building might have to reconstructed to prevent any untoward incident,” Minister Nemcha Kipgen said.
She also urged all the Heads of the institutions to submit a written proposal within this month to take up necessary steps to improve both the condition and facilities of the institutions.
