IMPHAL, December 30: The Planning Commission of India has intimated the state chief secretary PC Lawmkunga to send the draft annual state plan for 2014-15 by the end of January 2014.
According to a source, secretary of Planning Commission, Sindhushree Khullar has also sought the review of the annual plan 2012-2013 and for 2013-2014 of the 12th Plan period inclusive of all earmarked programs.
Outlines of annual plan, 2014-2015 proposals including all earmarked programs and separate paragraphs on Special Component Plan, Tribal Sub-Plan, District Plan, flagship programs etc. are also to be included, said the source.
It is also learnt that the chief secretary has also been informed that the existing central sponsored schemes will be restructured in 66 central sponsored schemes. Additional central assistance schemes are also included.
All the CSS will be classified and budgeted together as Central Assistance to State Plan with effect from next year, informed a source.
The level of Centre’s Gross Budgetary Support (GBS) for the annual plan has not been decided yet, according to the Planning Commission. However, it was advised to prepare the draft annual plan at the basis of 5% increase in the Normal Central Assistance (NCA), Special Central Assistance (SCA) and Special Plan Assistance (SPA), said the source.
In this regard, additional chief secretary (Planning) RR Rashmi has intimated all state government departments to prepare separate proposals. It was mentioned that the information sought by the Planning Commission was to be made available to Rashmi by December 19, 2013.
