CoHSEM clarifies on class XII question paper fiasco

IMPHAL, March 2: In a press conference today, Secretary of Council of Hr Sec Edu Manipur, Dr. H Nabachandra Singh stated there will be no change in the schedule of the ongoing higher secondary examination 2012. However, due to the recent fiasco at Waikhom Mani Girls College, Thoubal on February 27, new sets of question papers have been made for Manipur MIL and Alt English subjects.

The incident occurred when the OC (Examinations) and AOC (Confidential) distributed class XII Manipuri MIL and Alt English question papers to class XI students.

Nabachandra clarified that when the mistake was realized the question papers were collected immediately from the students. On February 28, a spot inquiry was conducted at the police station in whose custody the question papers were kept. It was found that the remaining question papers were intact, he added.

An emergency meeting was held the same day to take stock of the situation and the decisions announced today were as a result of due process that the council followed.

He was bewildered how experienced personnel could commit such mistake when the envelope of class XI question papers are written in red ink while that of class XII in black. Moreover, there were unique codes printed on the question paper to identify which subject was being handled.

On a query about any action taken on the erring officials, he stated that action will be taken but after the ongoing examinations have been completed.

It may be worth mentioning that printing question papers for each subject may cost more than a lakh rupees depending on the number of copies printed. There are also additional costs involved like transportation costs that that could be in the tens of thousands.
