IMPHAL, January 19: The Andro Assembly Constituency MLA Thounaojam Shyamkumar, also the Manipur Pradesh Trinamool Congress Committee, has announced to resign from his MLA seat if the Union and State government fail to intervene and rectify the systemic failures in very department of the State before the first week of April.

Talking with media persons at his official quarter today, he said he will leave Imphal for Delhi today to meet the Prime Minister and Union Ministers of various departments to submit various relevant documents revealing the malpractices of Ministers and several high ranking officials in Manipur.

In an atmosphere created by the Congress government in the State where corruption and malpractices are increasing each passing day, to keep on retaining the MLA seat is meaningless, he said.

The State government is taking advantage of the Prime Minister`™s flagship schemes like PGGSY and other related schemes. Ministers and high ranking officials of various departments have turned them into sources of earning income. The State government is awarding contracts to surrogate contractors sometimes even passing on the contracts from truly selected contractors to these surrogates to earn easy money from these schemes.

Talking about malpractices being done under the PMGSY, Shyamkumar said all the malpractices will be highlighted to Prime Minister Modi with the help of incriminating documents.

Continuing with his tirade against the government for failing in every sphere, he said the issue of people being dying from dog-bites in Churachandpur and Andro A/C is neglected without the concerned department taking any initiatives. People are dying of electrocution and dog-bite but the government is not bothered, he added.

The Veterinary department and its concerned minister Govindas Konthouja are shirking their duties. Instead of concentrating on a burning issue, the minister is busy buying buffalos from outside the state to earn some side income, he said, asking as to why the Veterinary minister is happy buying imported buffalos instead of promoting our own indigenous domestic animals.

Stating that the concerned minister must have heard about people dying of dog-bites in various parts of the State, he asked then why is minister not conducting spot verifications to prevent the rabies endemic with the help of veterinary doctors and officials.

Shifting focus on the Health department, Shyamkumar narrated an incident in which the State Health director called him over the telephone and asked him, `where are you?` which he said was unparliamentary and not the kind of language one used against an elected representative. He said he was trying to address the water scarcity issue and attending the funeral of a boy in his assembly constituency when the Health director asked him where he was as the former was sending doctors to provide vaccines for people.

`Such an uncouth person who doesn`™t even know to behave properly with an elected representative becoming the State Health director is most unfortunate. We know about his career and how he led a racket who practises irregularities in the NRHM flagship programme`, he said.

Shyamkumar said he has all the relevant documents which reveal his malpractices in the past.

During his visit to Delhi, he said, he will report to the Union Health Minister Dr Harsh Vardhan about the corruption in the State Health department under the Health minister Phungjathang Tonsing.
