KSO, ANSAM draw CM intervention, set Jan 21, 2016 deadline to act on contract teachers of hills impasse

KANGPOKPI, December 18: The Kuki Students’ Organization, General Headquarters (KSO-GHQ) and All Naga Students’ Association Manipur (ANSAM) have jointly drawn the intervention of Chief Minister O. Ibobi Singh over the issue of Hills Schools Contract Basis Teachers 2006 batch and the problems of teachers’ shortage in the hills and set a January 21, 2016 ultimatum.

In a memorandum submitted to the State Chief Minister, the two student apex bodies seek out the Chief Minister’s judicious intervention in carving out positive solution over issues.

The memorandum signed by Paotinthang Lupheng, president, KSO-GHQ and Seth Shatsang, president, ANSAM said that excellent numbers of Contract Basis Teachers was appointed and engaged by the Directorate of Education (S) Hills under MoU signed between Government of Manipur and ATSUM in the year 2006 to cater to the needs of the schools in the hills.

It continued that the appointment and engagement of the Contract Basis Teachers were made after due advertisement and obtaining the finance memo from F.D Government of Manipur while adding that the MoU clearly reads that the service of the teachers appointed on Contract Basis will be utilized until the posts are filled up on Regular Basis through normal recruitment of special drive.

It further said that on November, 2011 the Physical Verification accompanied with relevant documents was conducted by the Directorate of Education(S) for the service Extension/Regularization and in the process 772 nos. of Contract Teachers were found genuine by the concerned Directorate and put up to the higher authority for necessary action.

However, despite of countless numbers of representations and approaches from the groups of both hills and valley based students’ organizations to the government to redress the long pending issue of the aforesaid contract basis teachers with abundant assurances from the concern authority, no concrete development has been ruled out till date, it further added.

The two student leaders also said in the memorandum that despite of abundant teachers recruited under SSA and RMSA there is still an acute shortage of teachers in the schools in the hills while adding that many government schools in the hill districts have been paralyzed and defunct due to shortage of teachers.

“This state of affairs resulted in the retrospective effect of the very fabric of academic downfall in the hill districts schools which needs immediate redressed”, it added.

It further said that the government must adopt a suitable policy at an earliest date within January 21, 2016 to regularize the service of the contract basis teachers in order to meet the educational needs of the schools in the hills and to rule out the grievances being faced by the contract basis teachers who have tirelessly rendered their sacrificial service.

If the government fails to redress the matter within the stipulated time, we would be compelled to resort to any unwanted activities cautioned the two student apex bodies.
